Profile Description:We are seeking an accomplished Senior Quality Management Consultant with a proven track record of over 20 years in designing and implementing robust Quality Management systems within a modern public transportation metropolitan network. The ideal candidate will have a proven leadership background, and possess strong analytical and communication skills, paired with a deep understanding of international Quality Management principles and best practices gained from modern public transportation within a large metropolitan network. This professional will spearhead the development of comprehensive and transformational Quality Managements strategies to create world class excellence and performance.Key Responsibilities in the Project:1. Quality Management System Development: Design and develop from scratch the entire Quality Management system and related documentation (according to ISO 9001 and local regulations). This includes the operational elements, strategic roadmap and the activation of the entire Quality Management System. Applying the principles of ISO/TS 22163 (global standard for quality management systems in the rail industry) will form part of this scope..2. As-Is-Analysis: Conduct thorough assessments to identify the existing Quality Management systems, processes, and procedures.3. Quality Management Transformation Strategy: Design and administer the overall Quality Management transformation program including use of Quality Management roadmaps, and other techniques based on a structured approach.4. Policy Development: Create, review, and refine Quality Management policies to align with industry best practice, standards and organizational goals. Develop precise procedural guidelines which have clear expectations and requirements.5. Guidelines Creation: Establish comprehensive guidelines Quality Management practices, ensuring organizational-wide awareness of these protocols.6. Training and Competency Assurance Implementation: Oversee the implementation of the new system, conducting training sessions and ensuring that the competency assurance program is effective.7. Continuous Improvement: Implement mechanisms to monitor and continuously enhance the Quality Management system.Duration of Assignment:The project will last 18 months.RequirementsPast Experiences:The candidate must have significant experience in designing and developing Quality Management systems within a modern public transportation network from inception, design, construction, commissioning, and handover. The candidate should possess extensive experience in leading and contributing to consulting projects about Quality Management systems development and implementation such as ISO 9001 and ISO/TS 22163. The candidate will be required to demonstrate their history of successfully executing similar projects.The consultant should have:· Knowledge of Quality Management Legislation: Must have a thorough and in-depth understanding of local and international Quality Management regulations, codes, and standards relevant to public transportation networks within major international cities. Knowledge of applicable quality legislation, codes and standards within KSA and GCC is highly desirable.· Quality Management Systems: Consultants should have expertise in developing, implementing, and improving Quality Management Systems for at least two major projects. This includes advanced knowledge of international standards such as ISO 9001. Knowledge of ISO/TS 22163 (global standard for quality management systems in the rail industry) is highly desirable.· Quality Management Assessments: Strong skills are required in conducting and overseeing a range of quality management assessments related to the transportation sector (including rail, metro, and bus). The consultants should be able to identify opportunities for improvement and non-conformances in order to develop strategies to mitigate those effectively. A strong understanding of quality within transportation systems and developing strategies around this are highly desirable.· Training and Competency Assurance: Consultants should have experience in developing and delivering Quality Management training programs for employees at all levels within an organization. They need to be able to effectively communicate the Quality Management principles and requirements to ensure proper understanding and compliance. The consultants should have in-depth knowledge on competency assurance programs relevant to this industry sector. An understanding of advanced training techniques including vocational e-learning is desirable.· Innovation and Digitization - Consultants should have knowledge of the latest advancements and innovations in transportation which contribute towards high performing quality management.· Auditing and Compliance: Consultants should be skilled in auditing existing Quality Management Systems and processes to identify areas of non-compliance and areas for improvement. They should have experience in developing audit protocols, conducting audits, and providing recommendations for corrective actions.· Communication and Interpersonal Skills: Effective communication skills are essential for the consultants to interact with all stakeholders at all levels. They should be able to present complex information in a clear and concise manner and build relationships based on trust and collaboration.· Problem-Solving and Analytical Skills: Consultants need to be critical thinkers who can analyze complex situations, identify root causes of issues, and develop practical solutions. They should have strong problem-solving and decision-making skills to address a wide range of Quality Management challenges.· Public Transportation Network Experience: Specific experience gained from large scale and modern multi-model public transportation networks within major cities and conglomerates is essential. Understanding the unique Quality Management risks, challenges, and best practices within this high-risk sector allows consultants to tailor their services and recommendations accordingly.· Researching: The Consultant should have experience in conducting detailed research techniques such as benchmarking studies and providing analysis of the mechanisms and best practices used by other comparable transportation system in establishing and activating their Quality Management processes. This should inform the development of the Quality Management system, and overall Quality Management strategy.· Continuous Learning: Consultants should demonstrate a commitment to continuous learning and staying up to date with the latest developments in Quality Management regulations, standards, and best practices. This can be achieved through participation in conferences, workshops, professional associations, and ongoing professional development activities.· Reports, Policies and Procedures Technical Writing: This includes clarity and conciseness, standardization, compliance and alignment with relevant laws and regulations, continuous improvement and document control.· Quality Management Transformation: The Consultants should have significant experience in designing and developing Quality Management transformation programs (including Quality Management Roadmaps).Academic Background:Candidates should hold an internationally recognized bachelor's degree (or higher such as master's degree) in Quality Management or equivalent (such as Diploma in Project and Quality Management - Level 7). This foundation provides the necessary knowledge to navigate complex Quality Management challenges.Certifications & Other Qualifications:· Chartered Quality Professional Member (CQP MCQI) with Chartered Quality Institute (CQI, Certified Manager of Quality / Organizational Excellence (CMQ-OE) with American Society for Quality (ASQ) or Certified Quality Management (and / or equivalent.· ISO 9001 Lead Auditor certification (ISO/TS 22163 is also highly desirable).
