THIS POSITION IS INTENDED FOR DEPLOYMENT IN ONE OF OUR INTERNATIONAL PROJECTS.Pre-qualified candidates will be included in a permanent roster and will be assigned on-call positions, following training on MSF’s procedures and administrative tools.

Working with us as a Human Resources & Financial Manager means planning, coordinating, and implementing HR, administrative, and financial activities and policies within the project, according to legal obligations, standard protocols, and organizational procedures.The goal is to provide high-quality, reliable, and transparent information to the organization on resource allocation and utilization, and to ensure that the human resources capacity needed to achieve project objectives is in place.Key Responsibilities
  • Analyze and monitor the project’s operational HR and financial needs, as well as the associated budget, to ensure efficient staffing and proper fund allocation according to donor agreements.
  • Plan, supervise, and ensure the implementation of all project HR processes (recruitment, training, briefings, induction, evaluation, identification, development, and communication) for project staff.
  • Develop annual staffing plans and rosters to ensure adequate human resources are available for project activities.
  • Ensure hiring, contract modifications, and terminations comply with local labor laws.
  • Oversee payroll processes, ensuring all data for the calculation of national staff salaries are accurately entered into the relevant software.
  • Implement cash management and financial workflows (cash handling, transfers, advances, procurement procedures, payment validations, routine payment control, bank reconciliation) to optimize cash requirements and security at project level.
  • Implement and supervise transactional systems and procedures to ensure transparent accounting practices and complete document traceability (invoices, receipts, bank statements, etc.).
  • Ensure monthly and annual accounting closure, and prepare all HR, administrative, and financial project reports.
  • Manage all staff movements and allocations within the project.
Required Qualifications
  • University degree in Economics, Human Resources, or Administration.
  • At least 2 years of professional experience in HR administration and/or finance management.
  • English and French proficiency at B2 level.
  • Availability for 9–12 months.
Preferred Qualifications
  • Previous experience with NGOs and working in developing countries.
  • Additional desirable languages: Spanish, Portuguese, Arabic (B2 level).
