- Ensure that internal controls are adequately applied in the office. Responsible for a timely update of the Table of Authority. Maintain database with all signed letters of acceptance of authority. Submit IRC (Identity and Role Control) requests for designation of roles for CSC Rome team.
- Analyze CSC Rome budget expenditures according to allotment and budget codes. Monitor the application of charge back costs mechanism against staff posted in Rome and liaise with DFAM on corrections required.
- Monitor all open commitments and pre-commitments from CSC Rome budget. Reconcile Personal Advances and Recoveries; as well as the General Ledger accounts. Review transactions and alert Supervisor on potential financial and reputational l risks and take action when necessary.
- Ensure timely preparation of monthly and year-end financial closure for CSC Rome.
- Contribute to the preparation and analysis of finance related background papers and analytical reports.
- Coordinate with UNICEF's Global Shared Service Centre (GSSC) and analyze monthly funding analysis reports and follow up with all Divisions represented in Rome in case of budget or post-related issues.
- Prepare and reconcile payroll deductions for all staff in Rome.
- Respond to staff on payroll-related queries.
- Support a culture of honest and continuous feedback and performance management by providing practical advice and guidance to ensure individual and team objectives are met.
- Supervise the service delivery of the unit to meet organizational performance and productivity goals related to all financing related cases (i.e. invoicing, MDMs and Pcard transactions).
- Ensure proactive coordination with other colleagues for timely resolution of issues and concerns.
- Develop close and positive client service relationships with offices being supported.
- Keep supervisor abreast of potential problem areas.
- In consultation with supervisor, research and analyze data and information to help identify training needs with CSC for the development of learning plans and other targeted training interventions.
- Establish processes to support effective workflows and conduct regular training sessions for processors to enhance efficiency and performance in invoicing, MDM and Pcard management transactions.
- Conduct events which aim to build capacity of stakeholders and improve the submission of cases via OASIS.
- Completion of secondary education is required.
- A university degree in Accounting, Finance or Business Administration is an asset.
- A professional qualification (i.e., CPA, ACA, ACCA, CIMA etc.) from a professional accounting body would be highly desirable.
- A minimum of two (7) years of progressively responsible experience in general accounting, finance and business administration is required.
- Experience working with Microsoft Excel spreadsheets, SharePoint and PowerPoint is required.
- Previous supervisory experience is an asset.
- Experience working with ERP systems, in particular SAP is required.
- Experience in working in a multi-cultural environment is an asset.
- Prior experience in the development sector or UN system/ international NGOs is an asset.
- Relevant experience at country level, particularly in development, fragile settings and humanitarian context is an asset.
- In depth knowledge of the concepts relevant to the area of work, including rules and regulations is required.
- Ability to consistently apply relevant policies, procedures and good practices in the daily work is required.
- Good judgement to handle complex cases and communicate issues in clear and concise messages is required.
- Ability to develop and maintain effective working relations with clients and colleagues is required.
- In depth knowledge of UNICEF modules related to budget, invoicing, MDM and Pcard modules is an asset.
