Work Place: CI General Secretariat – Vatican City, Palazzo San CalistoMAIN RESPONSABILITIES1.Response and Complaints’ Handling and Response
- 1.1 To ensure that proper policies, procedures and structures are in place to respond appropriately and at scale to safeguarding cases within Caritas Internationalis General Secretariat (CIGS) - and the Caritas Confederation at large;
- 1.2 To manage complaints, received by or escalated to Caritas Internationalis (CI), from their reception to closure, in coordination with the Complaints Handling Commission, and undertake the appropriate course of action, including initial assessment, conducting risk assessment, facilitating investigations for Member Organisations (MOs), advising on such processes and supporting MOs and Regional Secretariats on specific complaints-related issues;
- 1.3 To manage CI General Secretariat (GS) complaints, in cooperation with the Committee in charge;
- 1.4 To work in close cooperation with CI’s Complaints Handling Commission (CHC) in managing sensitive complaints for the Confederation;
- 1.5 To work with member organisations senior leadership for cases relating to member organisations made to or referred to Caritas Internationalis;
- 1.6 To coordinate and cooperate with CI Human Resources, Legal Affairs, and/or the Caritas President as needed for appropriate guidance and counsel to effectively manage sensitive complaints;
- 1.7 To support the Confederation’s working structures (CHC) and governing bodies (Executive Board, Representative Council) in their decision-making process related to safeguarding issues;
- 1.8 To facilitate linkages between the work of the Complaints Handling Commission and other Safeguarding structures and bodies, such as CI’s Safeguarding Working Group, for greater impact of safeguarding prevention and capacity building efforts.
- 2.1 To oversee the coordination, development, and implementation of targeted Safeguarding training sessions for Regions and MOs in coordination with Regional Secretariats and Safeguarding Confederation’s working structures, specifically the Safeguarding Working Group and the CHC;
- 2.2 To support and facilitate the implementation of the Management Standard on Safeguarding, by conducting, reviewing and pre-validating MOs’ and Regional Secretariats’ assessments in this regard, and supporting them in the development and revision of Improvement Plans;
- 2.3 To source and support the development of tools, templates and resources to help MOs to strengthen their safeguarding systems;
- 2.4 To support and accompany MOs in achieving and maintaining compliance with the CI Safeguarding Standard, ensuring consistent adherence within the organisations and across programmes;
- 2.5 To support and accompany Regional Secretariats and Regional Safeguarding focal points to mainstreaming safeguarding and strengthen Regional and MOs’ safeguarding systems.
- 3.1 To coordinate, in cooperation with the Confederation’s working structures in charge and the relevant CI General Secretariat’s departments, the development and review of Safeguarding institutional tools;
- 3.2 To produce bi-annual reports on capacity strengthening initiatives, progress, and statistics, including MOs compliance with the Safeguarding Standard and areas of strength and gaps;
- 3.3 To produce periodic reports on safeguarding cases escalated to CI disaggregated by key indicators with analysis of trends and lessons learned;
- 3.4 To produce bi-annual reports on safeguarding cases managed by MOs disaggregated by key indicators;
- 3.5 To gather any other data from Regions and MOs and produce internal and external reports, as needed;
- 3.6 To monitor progress of the implementation of the Strategic Objectives related to Safeguarding at Confederation level.
- 4.1 To coordinate and facilitate the development, review and strengthening of Safeguarding policies, procedures, and systems – Whistle Blower Policy, Complaint Handling Policy, Escalation Procedures, etc.- in order for the Confederation to comply with the highest internal and international standards;
- 4.2 To promote Safeguarding policies, procedures, and systems across the Confederation;
- 4.3 To support Regional Secretariats and MOs in the adaptation and application of CI policies, procedures, systems.
- 5.1 To coordinate and strengthen synergies with the concerned CI GS Departments, by contributing to their working papers and documents;
- 5.2 To coordinate the work and activities of the Safeguarding-related structures (e.g. Special Commission, Working Group);
- 5.3 To prepare, share and discuss Safeguarding reports with relevant stakeholders and CI governance bodies, as needed;
- 5.4 To represent the CI GS with relevant communities of practice and external stakeholders;
- 5.5 To make sure that safeguarding related activities and initiatives are in line with the operational plan and budget;
- 5.6 To contribute to the overall work of the Department(s) concerned and to the growth of the team.
- University degree(s) in a subject related to humanitarian, development, international relations, social sciences, faith-based contexts, and/or other relevant field(s);
- At least 7 years of relevant experience (safeguarding, protection, etc.), the majority of which is in international development; NGO experience is a strong asset;
- Extensive experience supporting strategies and programmes related to protection and safeguarding across a global organisation, with a good understanding of key areas including child protection, gender-based violence, vulnerable adults;
- Experience in case management and overseeing investigations of staff misconduct as well as conducting investigations;
- Working proficiency in written and oral English; knowledge of French, Spanish and/or Italian is a strong asset;
- Good knowledge of the Humanitarian Sector’s principles (IASC; SCHR; CHS; IHL; Sphere);
- Experience of creating and rolling out culturally sensitive training and capacity-building programmes, materials, and communications;
- Experience in mentoring, coaching, facilitation and training applying adult learning principles and practices;
- Experience in problem-solving and finding constructive solutions within compliance and policy requirements;
- Ability to effectively represent the agency and interests in coordination fora;
- Strong analytical, monitoring, evaluation and reporting skills;
- Capacity to work in a diverse team and a multicultural environment with a spirit of respect and service;
- Understanding of an “accompanying attitude” and ability to promote it with Member Organisations;
- Capacity and willingness to be flexible and to work well under pressure;
- Capacity and willingness to work with discretion regarding matters of high confidentiality or importance;
- Ability to communicate clearly and to a high standard (oral and written);
- Ability to meet assigned deadlines and be results-oriented;
- Adaptability, flexibility and availability to travel in different countries, even with short-term notice;
- Proficient computer skills and experience working with Microsoft Office software (Word, Excel, PowerPoint, Outlook, etc.);
- Demonstrable empathy and respect for the faith and values of the Catholic Church;
- Understanding of, and commitment to, the principles of Catholic Social Teaching.
